I want to find out if online paramutuel betting is legal, with the new
legislation against gambling, as long as bets are not based on sports
games or other things explicitly banned.

For instance, can I host a website that allows students to bet on what
grades they will get this semester, allow other people post bets
against them, and distribute the pool to the winning option?

If so, how am I able to distribute these winnings?  Where can I find
the laws regulating takeout, or who should I talk to?  I am not
planning on keeping any money from the takeout...if that makes a
difference.

"legal" is always a question of jurisdiction. If you tell us where you
and your potential betters live, it would be possible to answer your
questrion.
