Can you tell me which countries around the world offer lottery tickets
to people reciding in other countries?  For example, could you play a
specific number in Canada or Germany all year long by prepaying for it
and be advised if you were the lucky winter?

If you live in the United States, it is illegal to participate in a
foreign lottery via phone or mail (see
