My research shows that the government of India does not keep records
on how many marriages are arranged. I can provide quotes about
educated guesses on this matter, but no hard statistics. Will this be
acceptable?

The data for the number of marriages has to be official or
semi-official (i.e., obtained from the census, the government or a
reputable organization). What proportion of marriages are "arranged"
can be educated guesses but the source or reference should be
provided.
