how do i bypass downloaded filter on dell B130 inpiron- can i reset my
computer to uninstall it?

If you reinstall your computer, you should be able to remove the software
that is stopping you from downloading.

Alternatively, you can try:

Proxify
https://www.proxify.com

and browse the web that way.
