I ubderstand USD 300 to 500 only,  EEG and not ECG.

  The ebay, and the company I quoted is probably the lowest.
  Probably -since  no one can make exhaustive search.

I suggest 

1) contact the company and try to bargain
2) follow the ebay category

over the time, a cheaper machine can come by.

so you may have to bargain and wait for the bargain
