Is there any general utility I can download for windows that will
allow me to monitor and limit the usage of specific other programs?
For instance, say I surfed the internet too much and wanted to limit
how often I have IE running. Or I waste too much time playing The
Sims, and I want to limit that? Is there any tool I can download to
enforce that?
