hello,
i want to implement a functionality exactly similar to
"http://www.razz.com/mixer/recorder.php" , the recording should be in
flash and should provide a way of playing it back as the razz website
does (i mean along with the player, which has three buttons and a
progress bar)

So can you tell me whether there are any third party sofware available
which i can purchase and then provide this functionality on my
website. Can you give me a list of these software, rating the best one
among them.
(i dont want to record voice using any java applet)

Your choices seem pretty limited, as seen in these Google results:

"record sound * webpage OR website
://www.google.com/search?q=%22record+sound+*+webpage+OR+website

The third result looks the most promising, but from what I can tell,
you need a hosted website with specific server properties:

"The OLEFA Sound Recorder allows to record sound directly on your
 website."
http://www.olefa.com/resources/pdf/_base_docs/0632152117-edu_en.pdf

The OLEFA recorder is part of a much larger suite of tools.
