The "Likelihood of Precipitation" (I'll abbreviate this to LOP), for
the next 3 hours (3-6 pm) is 5%, and the LOP for the next 6 hours (3-9
pm) is also 5%. Yet below this the POP for 6-9 pm is 5%. How can this
be?

The same problem can be seen by looking at the LOPs for the next 24
hours, the next 48 hours, and the POPs for the last 24 of the next 48
hours.

These anomalies can also be easily found on other weather sites, such
as wunderground.com. Can they be resolved?
