I am looking for sources of 'on-time-performance' data; being defined as
flights/airlines being on-time (versus being late).  I am looking for
this at various different levels [in order of importance].

a.  on-time-performance data at the *flight* level [i.e. separate figures
for each individual flight]
b.  on-time-perofrmance data at the *route* level [i.e. summarised figures
for each city-pair combination]
c.  on-time-performance data at the *airport* level [i.e. summarised figures
for departure and arrival airports]
d.  on-time-performance data at the *airline* level [i.e. summarised for
each airline]

I am most interested in non-US data as I'm familiar with the DoT / BTS
transtats data files.  I am also familar with the CAA in the UK.  I am
most interested in FREE access to raw data files such as .XML, .CSV or
.XLS although I'd also be interested in data available in reports (or
through paid access).
