Where can I find a list of grants that have been given to

I don't think such a list exists.  

Each grants program within each state keeps its own separate account
of who recieves what.  Although they may make the information public,
it would have to be consolidated over hundreds of programs and
thousands of schools to get the list you want.

If you can explain a bit about your intended purpose of having such a
list, perhaps we can offer up a workable alternative.
