I have a class E learner?s permit, and wish to know if there is a
class/school I can take to obtain a drivers test waiver.  I am located
in Jacksonville FL, and am 21 years old.

I can't seem to find any driving schools that will do this.

Are you saying you want to get your driver's licence without taking
the actual driving test?

If so, I believe its illegal and any driving schools that give out
"fake" licences are fraudulent and should be closed down.

You use to be able to take a in-car drivers training course, about 50
hours work of training, and they use to give you a waiver, which you
would take to the DMV and issue you a license.  It was perfectly
legal.

I don't know if this is done anymore..
