Metal Index has a listing that they divide up into three pages:

Relax Online lets you view listings one state at a time for free and
they have a downloadable database available for a fee:

If you are interested in listings of college radio stations that are
on the web, you might want to look at the following site.  They also
have some links to other sites with listings, but unfortunately some
of the links appear to be dead:
