Is there any way for a foreign University (that is NOT accredited by
the U.S. regional accrediting agencies) to get a .EDU domain name?

You asked if there is any way for a foreign University that not
accredited with U.S. regional accrediting agencies to get a .EDU
domain name.

I'm sorry to inform you that there is no way to get an .EDU domain
name with out being accredited by one of the six regional United
States accrediting agences. A list of eligible accrediting
institutions is available at the educause.edu website FAQ. The FAQ
also describes the eligility requirements, which I have just
paraphrased for you. Their page is linked at the location below:

Any foreign university (both for profit and non profit) with the valid
accredation described above, however, would have no trouble getting
any available .EDU domain name. Currently, EduCause.edu is responsible
(along with the United States Department of Commerce) for
administering these domains. Their homepage is at:
