According to the web site of the Russian Embassy in Washington, D.C.,
the position immediately below "President" in the executive branch of
the Russian government is called "Chairman of the Government" or
"Premier".  (Note: In some other sources, the position is called
"Prime Minister".)

Incidentally, the Russian government did have the position "Vice
President" in the early 1990s.  However, it seems that Aleksandr
Rutskoi was the first and only Vice President of Russia; the position
was abolished in 1993.
