mynameisdan,
Per your instructions, I am posting my comment as an answer.
Because you are paying generously for your research, I did a little
more. Please read this Answer to find the additional information.
I have located a number of Utility Auditing Companies whose websites
say they work on a contingency-fee basis. Only one of these is located
in California, but most of them say they do work nationally. (Please
be aware that some companies may not be willing to provide this
service for your business if they don't believe the potential payoff
is large enough).
All of the businesses listed below, with the exceptions of Tri-Stem
and Midland, also do telecommunications auditing (although it is not
their primary specialty, as you specified in (
https://answers.google.com/answers/main?cmd=threadview&id=85778 ).

(I have removed Accurate Energy Group from the list, because when I
reviewed their site again, I could not find mention of no-cost,
contingency-fee services. I must have included them in a brain-dead
moment.)
This article on auditing for utility overbilling errors says that you
can contact The Energy Planning Network at 978-264-0654 for a list of
organizations providing utility auditing services and software:

I tried calling the EPN at the above number, and it rang more than a
dozen times before kicking me into a fax (rather than an answering
machine), so I am not sure whether it is still valid. However, Mr.
Hoggard now works for a consulting company which also happened to come
up in my search. He is out this week, but his administrative assistant
is looking for either current contact information for the EPN (which I
do believe still exists), or the list of utility auditing companies
mentioned in the article. If I receive any helpful information from
her, I will be sure to post it here as a clarification or comment.

Hello again, mynameisdan!
Having not received a response from him regarding the EPN's list of
organizations providing "boxes of bills" auditing services, I e-mailed
Mr. Hoggard's administrative assistant again at the beginning of
November. She responded that she would forward my e-mail to Mr.
Hoggard. To date, I have still received no reply, and I do not wish to
pester him further.
I have spent some additional online search time trying to find another
contact who might be able to provide or point us to the list, but
regret that I have had no luck.
However, I hope that your inquiries to the companies for whom I
provided contact information have been productive, and that you are
well on your way to getting your costs trimmed, and refunds for
overcharges obtained. :)
