As a business in California, I am looking for a consultant that gives
advice for lowering our phone bill. This should be the principal line
of work for the consultant. The consultant should not be a
representative for any phone company.

California, but will be still looking thoroughly for the next few

Yes, I would consider online companies, assuming the company still has
a real person that we work with. That is, I'm not interested in
working with a call center filled with semi-trained rude people. We
want to deal with actual experts.
