Hi nealadams-ga,

I've been working on this question for quite some time. Unfortunately,
I don't have an answer for you and this question is due to expire
shortly. I have an email into someone who may or may not have the
information I need.

What I can tell you is that there is very little about Charles/Colin
Allen in print sources and just a little bit more on the web. The
links that alchemyjmb-ga should help some and for what it's worth I
found no reference to anyone other than Allen doing the strip "What a
Family."

Hopefully, I'll have more of an answer for you soon.

What makes you think that he didn't create it?  References I find
credit him as artist and no one else.
