There are several programs that will open up a text file, and allow
you to save it as HTML. Below are just some of the options available
to you:
NoteTab Pro will allow you to automate the handling of stacks of huge
files, or open up a text file, and save it as HTML. The software
includes a spell-checker, and other useful tools such us multi line
global replacements. You will find NoteTab Pro at:

Microsoft Word - Not exactly sure which version first includes the
"Save As File Type" and select HTML for type. To open a text file in
Word you might have change the "Files of Type" to All Files (by
default only .doc files will show up in your browser). Than all you
have to do is "Save As", and choose the file type to be "HTML".
Netscape comes with a composer that will let you open a text file, and
save it as HTML, very similar to Word.
There are many different editors, some of which will work better for
certain jobs than others. Should none of the above be an option,
please inform me why and I will use the new information to find other
editors that might prove more helpful.
