When it comes to creating advertising banners, there are several
different options available. You could purchase software that will
"assist" you in creating the banners by giving you the tools you need
to design and layout the banners and then animate them if you like.
You could use one of the many "instant creation" banner tools
available on the Internet where you plug in some info, select a couple
of graphics and it churns out a banner for you, or you could have a
banner creation company design a custom made banner for you at a
relatively low cost. Deciding on which method to go with will depend
on your goal for the banner and also your level of creativity and
skill.
With the Internet being overly saturated with advertising banners,
it's become harder than ever to get visitors to click on your ad(s).
It takes having an ad that stands out from the rest with a unique
visual flair or appeal in order to grab the attention of the everyday
web surfer that has grown numb of online banner ads. It's for this
reason that I don't recommend using one of the online create-your-own
banner ads. It's going to be very generic with images that have been
used over and over again. Your best bet is going to be designing your
own ad or having a professional company design one for you.

building banner ads (among other things):

support . Also includes "Animation Shop", to enable you to create

tutorials at their site as well which include creating animated gifs
(banners) and more using the features found within the software.

for Photoshop compatible plug-ins, automated moving sprites, expanded
video support.
Xara 3D ($39)

3D graphics in minutes. Both professional web graphic designers and
home computer users have been using Xara3D to make buttons, animated
gifs, banner graphics and titles for web pages and presentations.

If you want to learn to actually create the ads (how to implement
animation, create 3d graphics, etc) I recommend utilizing the
tutorials contained within the software packages listed above or on
their websites. JASC (Paint Shop Pro) had some really good ones.
