The power to impeach judges of the Supreme Court comes from three
articles of the U.S. Constitution:
Article I, Section 2
"... The House ... shall choose their speaker and other officers; and
shall have the sole power of impeachment. ... The Senate shall have
the sole power to try all impeachments. ..."
Article II, Section 4
"The President, Vice President and all civil officers of the United
States, shall be removed from office on impeachment for, and
conviction of, treason, bribery, or other high crimes and
misdemeanors."
Article III, Section 1
"... The judges, both of the supreme and inferior courts, shall hold
their offices during good behaviour, and shall, at stated times,
receive for their services, a compensation, which shall not be
diminished during their continuance in office."
Since federal judges are considered to be civil officers, it is
Article II, Section 4 that explicitly gives this power to the
Congress.
