It seems this sort of policy is something many companies are
instituting in the wake of September 11.
Syracuse University's Corporate Travel Policy, which became effective
on October 22, 2001:
"The Chancellor shall travel with no more than two members of his
Cabinet in the same aircraft, rail car, personal vehicle, taxi, or
other modes of transportation. The Vice Chancellor and Provost and the
Senior Vice President for Business, Finance, and Administrative
Services shall never both travel with the Chancellor at the same time.
The Vice Chancellor and Provost and the Senior Vice President for
Business, Finance, and Administrative Services shall never travel
together. In addition, no more than three members of the Chancellor's
Cabinet shall travel together in the same aircraft, rail car, personal
vehicle, taxi, or other modes of transportation.
No more than three direct reports of the Vice Chancellor or each
Senior Vice President shall travel together in the same aircraft, rail
car, personal vehicle, taxi, or other modes of transportation."

together on any one commercial or company aircraft are as follows:

Brown University's Travel Policy states:
"Key administrative staff members are encouraged to avoid traveling by
air with colleagues, and under no circumstances will more than two key
staff be permitted to travel together. Moreover, Vice Presidents and
Deans with overlapping responsibilities should avoid group travel.
Finally, the President, Provost and Executive Vice President and CFO
are prohibited from traveling together on the same airplane, and are
discouraged from traveling together by way of other modes of
transportation."
