In 1999, which activity did 3.5 percent of Americans participate in?

If the question is broken down: 
3.5% of the american population is approximately 10 million people.
These built up of men, women, children and the retired. Therefore if
the question refers to a single event that occurred in the USA in
1999, that would mean that approximately 10 million of those people or
3.5% were actively participating at this event, an event that would
have some national importance; a charity for example, at the same
time.
Alternatively, the question could simply be taken from a random
statistic of a sport or social activity that the american public
participated in, in everyday life. That so, then the question could
mean, What did 538 people actively participate in, every day, and in
every state of America?
Other than that I cannot clarify any further.
