I am trying to determine the approximate time and cost to develop a
homeowners association prospectus for a 14 story building in
Rochester, New York.  HOA's require the approval of the attorney
general of the state, and are large documents that control the sale
and management of the property and common areas.

I just wanted to clarify - to make sure we understand the question
correctly. Are you asking in the interest of starting a Homeowners
Association, or are you trying to join a Homeowners Association with
the building you have made mention to?

I am interested in starting of forming an association as a developer
so that my project can sell by the prospectus.  These units are
currently under construction as rental apartments, however, many have
expressed interest to buy.  I am interested in forming the HOA so that
I may have the flexibility to do either.
