I've assembled a fairly lengthy list of U.S. and overseas keyboard
manufacturers for you. There may be others - it's a big world - but
this group will get you off to a flying start. There's no guarantee
all of them can do what you need done (not all websites are as easy to
interpret as others), but an RFI-style email to all of them should
rapidly narrow the field and give you a good idea of what costs you
can anticipate for your project.
