This is going to be a little complicated and I'll try my best not to
be too confusing. :)
The software that Ive found is called KeyContacts [1]. Its an
Address Book replacement on steroids; the only complication is that
it's primarily aimed at existing Outlook users.
I've asked their tech support if one is able to install the program
without Outlook, and here's their reply:

Yes, you can install KeyContacts on your PC if you do not have
Microsoft Outlook. However, because the data in the KeyContacts
application in the handheld will not have a place to back data up, you
risk losing your data if the Handheld ever crashes or the batteries go
dead.

This means that there are 2 'address book' databases that will exist
if you install KeyContacts (ie. one database used by the existing
Address Book which can be backed up regularly when you Hotsync, and
another separate database used by KeyContacts which can't be backed up
regularly). The natural thing we ask next is, "How do I use
KeyContacts without losing my data?"
The steps below will do what enable you to use KeyContacts while at
the same time maintaining a backup (in the form of the existing
Address Book database):
1) Install the keycontacts.exe installation file (or the equivalent)
on your PC.
2) Hotsync once.
3) Go to Hotsync Manager (right click on Hotsync icon at bottom left
of your screen), click Custom, double click on KeyContacts, select
Do Nothing, and tick the Default box.
2) Transfer your existing Address Book entries on your handheld into
KeyContacts by using the loopback beaming described at [2]. Disable
loopback beaming when youre done. (Try creating new categories in
KeyContacts first. You can have more than 15 categories.)
3) Use KeyContacts as your primary address book by mapping it on the
second button on your Palm. [3]
4) When you meet someone new and s/he beams you an address book entry,
store it in your existing Address Book into a category say kiv (you
will be asked to choose where you want to store this new address from
now on.)
5) Transfer this new Address Book entry into KeyContacts by doing step
2 again. (My rationale using kiv in the previous step is so that you
can easily find this new entry or category to be transferred into
KeyContacts. You might have your own strategy to deal with this.)
6) When you do a regular Hotsync from now on, what is backed up is the
original Address Book database. When you encounter a serious situation
such as power loss or hard reset, you will be able to restore your
Address Book entries by Hotsyncing again, but you need to do step 2
again. Thats the liability of using this program without having
Outlook.
Ive tested the above steps using my own Palm and it works. If you
have any questions, please ask for clarification before rating my

PS. Pimlicos DateBk5 is an excellent Date Book replacement which I
also use. I recommend it highly.
PPS. To avoid confusion, the proper way of addressing your handheld is
Im using the Palm m500 and it uses Operating System Version 4. (Palm
OS 4) :)
