This is an easy one. The following websites will give you what you need. Summary scores (based on 21 separate factors) can be found at www.governmentguide.com/research_and_education/smartstate.adp. The actual work was done by Morgan Quinto, so if you go to their site, you may obtain detailed information on those 21 factors (www.statestats.com/edrank.htm). To give you a rolling start, here are a few statistics. Scores in the 2002 Morgan Quinto data range from a high of +13.04 (Connecticut) to a low of -25.92 (New Mexico). The top 10 states are Connecticut (+13.04), Vermont (+12.33), Montana(+11.43), New Jersey (+9.81), Maine (+9.65), Wisconsin (+8.77), Massachusetts (+8.0), Wyoming (+6.68), Indiana (+6.04) and Rhode Island (+5.85).
