Does it have to be a voice connection? Would a free way to communicate
with a toll-free number via text be acceptable? (i.e. You have a text
connection to a live operator, who calls the number and facilitates
the conversation: types what the other person says and tells the other
person what you type)

I have searched high and low for this.  Unfortunately, after the
dot-com crash, nobody seems to be willing to offer anything for free. 
Actually, you can call toll-free numbers with most companies offerring
net-to-phone services, but you must have a certain amount of deposit.

Hop on an IRC chat channel of some sort, and go "Hey, can someone call
an 800 number for me and relay the conversation?" until someone does
it for you out of boredom? :)

I think most of the internet-phone companies either tanked or have
gone pay-for-play, and they NEVER allowed you to call toll-free
numbers in the first place to the best of my knowledge.
