The Google search engine uses a proprietary indexing technique known
as PageRank. PageRank calculates the popularity of a page or site
by counting how many other page link to it, along with other factors.
I can see several reasons why the National Enquirer article is listed
first instead of newer articles:
1) The National Enquirer website is more popular than most other web
sites that contain his name.
2) The words "Randy" and "Douthit" appear together, unlike some other
sites.
3) Newer articles might not be in Google's index yet. If they are,
not many pages would be likely to link to them yet because they're
new. On the other hand, the National Enquirer article, by virtue of
being older, might have more links to it.
For those reasons, Google's search algorithm concluded that the
National Enquirer page is the most relevant result for your enquiry
and thus it is shown on top.
