What is the cost-benefit relationship to a county or municipality for
different kinds of development. For example, in regard to cost-benefit
what is the impact of a Wal-Mart SuperCenter? Or ditto for a Home
Depot, or a Lowes? How much does the county/municipality have to spend
compared to the taxes collected from such enterprises?
