1.  Would this include governmental units?  This is the area in which
GA researchers are most likely to be able to help.
2.  There are commercial firms, such as Computer Intelligence, that
track this information for a fee.  The advantage of the commercial
firms is that they often know of major contract activity ahead of RFP
release.
