I'm using a MAC G4 running OS 10.2.   My question is about programming
the F-keys.  I understand that I can program them to do things like
open certain applications or files.  But what I really want to do is
more specific.   For example, I would like for F1 to be a "back" key
in my browser.   Please tell me if this is possible, and if so,
exactly how to do it.

QuicKeys is exactly what you're looking for. I think there is a
version for OS-X. If not, there will surely be one soon.

If you're only looking to launch items, I have enjoyed the shareware

The F1 key is typically reserved for accessing help functionality...
