I'm a commenter, not a researcher, so what follows is brief but
interesting (at least to me.)
The author of this study works with 19 sample military airports. He
provides some background on how and why he chose these particular
airports. In it he states that the extension of runways was due to
increasingly powerful aircraft and that most changes occurred before
1960. There are dates and figures to back that up. He also claims that
his "... analysis shows no lengthening of runways at the sample bases
from 1970 to 1995."

Now this doesn't apply to your question, but it might help you in
another 20 years to find an answer to the same question!
While they've not yet done so, "... 15 of the 23 delay-problem
airports identified in 1993 are planning or constructing new or
extended runways; 24 of the 32 delay-problem airports foreseen for
2003 have similar expansion programs as well. In total, at the
Nation's top 100 airports, the anticipated cost of adding planned and
proposed runway capacity exceeds $9.0 billion."
That's a quote from the FAA on the website. There's a map showing the
high-delay airports.
