Check your background image. If you are using Windows, go to
START->SETTINGS->CONTROL PANEL->DISPLAY. The first tab should say
background. There will be a list of choices. Scroll in that list all
the way to the top choice that says (NONE) and chose that then hit
APPLY then OK. It should then be gone.

If this fixes your problem, let me know and I will post it as an
answer.

It could be a problem with your desktop background image. Have you
tried changing your background to see if it is still there?

I have the same problem. When Windows crashes, or shuts down outside
of its normal shutdown routine (i.e., loss of power or just just press
the 'off' button), for some reason it loses is 'background' settings
(commonly called 'wallpaper'). The researcher is correct. Follow
THV's procedures described and that should fix it. Something also
quirky happens. Sometimes, one wallpaper won't fix it, while others
will. Keep trying to select different wallpapers (from your default)
and eventually the problem will correct itself. However, if you shut
off Windows unexpectedly again, the problem will happen again. Just
one of the quirks of Windows. =(

If this doesn't work, you can try disabling Active Desktop. This will
have one background image appear when it first displays the desktop on
the Windows Boot, then it switches over to another background image
once it is loaded.

To disable this, right-click in any open area of the desktop, select
Active Desktop and uncheck Show Web Content. Then, follow what Tar
Heel mentioned to disable the background graphic.

If Background is already set to none, try looking under Pattern and
make sure it is also set to None.

Hover over the top of this box and if an X appears on a grey bar,
click the X and it should disappear,

Hope this is a good enough answer for you.
