You provided limited information to troubleshoot this problem, but one
place you can look at in Internet Explorer is under Tools|Internet
Options|Connections -- try changing the setting to Never Dial a
Connection to see if this will prevent it from dialing.  However,
making this change will also stop Earthlink from automatically dialing
in, you will need to manually dial in to connect.

Earthlink also has one of the highest rated technical support desks,
they should also be able to assist you with this problem.

If you are using Outlook Express, you should click on
Tools (along the top) and there, click on Options and
uncheck the box marked "Check for new messages every..."
