namely 7 instruments to approximately 35 or slightly more.

Thanks for the great question! 

I was able to find dozens of pieces that fit your criteria that are
currently (or have been) performed by mixed wind ensembles of 7 to 35
instruments. In fact, I found so many that I'm afraid it might be a
little overwhelming if I list them all. Instead of listing hundreds of
pieces (which may be more than you want/need), I will give you the
individual pieces I found on two very good sites and then point you at
how to simply find many, many more.

thanks, that's great info.  the first one is particularly helpful and
i had actually found that one too.  what i'm hoping to find is a very
comprehensive list that is similar to that one (or a bunch of places i
could compile from).

i'm starting a new professional wind ensemble and am trying to gather
a list of potential music to select from in the first one or two
seasons.  so particulary helpful is info about the instrumentation
(like in the first link).
