Hello.

A complete translation of "The Edict of Diocletian" appears in Volume
5 of the series "An Economic History of Ancient Rome" (Johns Hopkins
Press, 1940) by Tenney Frank.

Volume 5 (subtitled "Rome and Italy of the Empire") includes a
complete English translation of "The Edict of Diocletian" as well as
the original Latin and Greek texts. The translation begins on page 310
and runs through page 421. The translation, credited to Elsa Rose
Grase, is very well organized. On each page, the original language
appears in the top half and a complete English translation appears at
the bottom.

Of course, it's not possible for me to reproduce the entire
translation here, but you should have no trouble locating  "An
Economic History of Ancient Rome" at a major university library near
you. If you'd like to purchase a copy, abebooks.com shows a listing
for the 1975 reprint edition:

Thank you very much for the tip. 

I notice that I accidentally typed "An Economic History..."  As
indicated on the Library of Congress page, the book's actual title is 
"An Economic Survey..."

The text is not yet available in English.  I did NOT believe that this
was possible, as I distinctly remembered reading it in some of my
undergrad history classes.  So, I began to pore through my history
texts and found that we only read the PREAMBLE, which is EASILY found

Alas, my memory had failed me!
So, I researched and researched and discovered that Liverpool
University Press is currently working on an English translation, but
makes no mention of when it will be available.  You can find this
referenced here:

If you find this to be a sufficient answer, I can just post it as an
