I'm looking for the best solution for an opt-in mailing list
management program for a non-profit group.  The purpose is two-fold: 
a)  to send out weekly email newsletters to members and b) to provide
different commitees a way to email each other with threaded
discussions.

The software or web application should be:

EASY to learn and use
Relatively inexpensive
Compatible with a Microsoft environment
Able to send HTML formatted emails from templates
Supported by phone, email or online support

I'd like some options to present to the group along with a recommended "best".

Do you have access to various scripting languages on your web host
such as PHP and Perl?

The web site is currently hosted at Verio on a $25/month IIS hosting
account, and I do not believe we can run any Perl/PHP scripts, but can
run basic ASP with an access database.

Preferably we would like to find a hosted solution that is provided on
a monthly basis from an Application Service Provider.

Yahoo Groups sounds like a reasonable solution, but the advertising is
awful.

people within an organization.  Since you are looking for a hosted
solution as opposed you managing your own, here is a list of sites

For a non-profit, this should give them most everything they need.
