I would recommend to contact INS directly
  and ask for R&D opprtinities and contracts.

 Since this a security sensitive issue, there
 will not be many public repors on current resarch
 and google-answers, in my opionion, is not the best tool.

INS=U.S. Immigration and Naturalization Service.

Site is here: http://www.ins.usdoj.gov/graphics/index.htm

Also Israel is building a border fence along the old Green Line, that
might throw up some useful terms.

Is that all the research?
I'm a little disappointed about the level of contribution...
I was hoping for more in depth research.

I just want to confirm that there is no charge associated with it as
there are no answers provided.

Thanks anyways
