I am a pharmacist and I can guess from your question, that you are
not. The first thing to do is find an AREA where you KNOW the major
retail chains ( Walgreen, etc) will not go.
Next, learn pharmacy law, so you'll know what rules and regulations
are relevant to your specific state. These laws/rules are usually
found in the General Laws of the State.
Next,find excellent , trustworthy pharmacists to work in the store. I
also suggest that you hire a pharmacy manager, as well as a general
store manager.
You need to find a good building and you need to stock the store.
Retail stock is easy to come by. Drug stock might be obained together
with Rxs from any store in your area, going out of business.
Are you going to rent? How long of a lease? Do you have a lawyer
available for consul? At first, I suggest you rent short term. Keep
the major chains always in your mind, because you never know when
they'll sneak up and place a store close by. You certainly don't need
that kind of competition.
