How is the actual legal situation (law) of on-line orders and/or purchase of
medicines in Europe (mainly details for Germany, Netherlands, Luxembourg and Swiss)?

I don't know f this will help at all; but Norway had to allow import
of up to 3 months of prescription medication from the EU, after
joining the EEA. (EEA is an an agreement between the EU and Norway.) I
assume Germany has the same; or even less restrictive rules.
