a random sample of 400 state employees show mean salary of $36,000 and
the standard deviation of $3,000. If the mean salary for all state
employees is $45,000, can we assume the sample is unrepresentative of
the population? Please follow and show me the 7 steps of significance
test.

There are no "7 steps of a significance test" . This is particular to
whatever book you are using.

1)make hypothesis-H0,H1
2)set the prbability of type 1 error-.05
3)set up critical region- z .05=1.645
4)decision rule:if the computed z is greater than 1.645,reject the null hypothesis
5)collect the data
6)calculate the test statistics
7)conclusion
