I have two wireless routers, each with computers attached.  One is
plugged into a cable modem so the computers attached to that router
can share internet access.  How can I get the other wireless router to
connect to the first so both networks can share the internet access? 
The two routers are a DLink DI-614+ and a Belkin F5D6230-3

most consumer grade wireless routers cannot communicate with each
other wirelessly. this is a shortcoming of the 802.11b protocol.
therefore, you must find a way to bridge these networks through wires
means.
