Once a great composer was asked by a mother of a newborn child when
she should start musical education of here child, she was told that
she had been already nine moths late.

I believe the composer and music educator (he was both) you are
looking for is Zoltán Kodály. The story of this quote is told as
follows:

A journalist once asked Hungarian composer and music educator Zoltan
Kodaly when music education should begin. Kodaly replied, "Nine months
before birth." Later, he corrected himself, explaining, "It should
really begin nine months before the birth of the mother."
