Spent quite a long time on this question, and there were no flood
stages in the Mississippi river, any where on the river, during those
two years. In fact Heat Wave and Drought, were the huge events for
1988, and 1989 wasn't much better.
Summer, central and eastern U.S.: a severe drought and heat wave
killed an estimated 5,00010,000 people, including heat stress-related
deaths. Damages reached $40 billion.

It should be noted that La Nina heat waves and droughts can be very
expensive. The 1988 heat wave and drought in central and eastern U.S.
produced very severe economic losses amounting to an estimated $40.0
billion ($56.0 billion when adjusted to 1998 dollars), and an
estimated 5,000 to 10,000 deaths (includes heat stress-related).
