In the Midwest, what is the average rate for part-time non-skilled
work for college students? And what is the average rate for part-time
non-skilled work for stay-at-home workers?

can you give an example of the particular midwest states you are
concerned with? it is much easier to find labor statistics for
individual states than broad geographic regions. So, if you are
willing to take data from 3 or 4 of your "favorite" midwest states, I
think this would give you similar information to what you seek.

I am mostly interested in Illinois. This would be a job that has very
flexible hours and can be done mostly from home and requires no
experience. But it needs to be a college student or college graduate.

You shouldn't be looking for an 'average' as such, you need to call
your country or state's 'wage line' (I don't know the name for the
American one, but that's what it's called here in Australia) who will
be able to tell you the award rate for part time, casual and full time
employment, plus any bonuses you may receive for working on public
holidays etc.

There is probably also an award rate for home workers, but
unfortunately many home workers are ethnic minorities without a good
grasp of English, and are too afraid of being fired that they do not
check - or possibly even know how to check - this. If you're thinking
of undertaking home based work, don't settle for sweatshop wages!
