According to the NYSDMV they should have been removed in 97-99

"Normally, a moving violation conviction remains on your record during
the year of the conviction and the following three years. An accident
also normally remains on your record during the year of the accident
and the following three years. On January 1 of the 4th year after a
conviction or accident, the incident does not appear on your driver
record or driver abstract. For example, a traffic accident or
conviction that occurred during 2000 remains on your record from 2000
through 2003. On January 1, 2004 the accident or conviction does not
appear on your driver record or driver abstract. Note: The year when
the conviction happened is used, not the year of the violation."
