I want to become Swedish citizen, but without losing my swiss
citizenship, and without living in Sweden. I'm 27, I'm born in
Switzerland, I live in Switzerland, but my mother was born in Sweden
and had swedish citizenship before she died in 1998, but changed to
swiss citizenship during her life, because she was living in
Switzerland. I own a house in Sweden and I have a swedish banking
account. The reason why I want to become swedish, is that I want
manage my banking account from Switzerland, for which I need a special
account that only swedish citizen can get. Who can tell me how I can
get Swedish citizenship?

The site you require is The Migration Board which is Sweden’s central
government authority for alien affairs. They are responsible for
asylum, migration and citizenship affairs.

The navigation on the left has a link to the Citizenship Page. There
it gives detailed information on obtaining citizenship. I note that it
states that from 1 July 2001, a new Citizenship Act came into force in
Sweden. The new law means that it is now possible to have dual
citizenship. You can download advice sheets and application forms from
this page.

I can't tell by now, whether it is possible or not, so I'd be happy to
receive a clarification about it.

Am I allowed to have dual citizenship as a swiss citizen? 

Also, I have to add, that I wasn't able to receive citizenship
earlier, because there was the necessity to fill out a form some years
before 2001, which my parents missed to do. While the rules have
changed, maybe this has become possible by now, but I don't find
anything about this in the documents listed.

Your clarification request is for direct advice from me as to your
particular situation. I appreciate you would like an answer but I
believe that is a matter you should raise directly with the The
Migration Board by letter, email or telephone. They may be able to
form a preliminary view so you will know whether it is worth
proceeding with a formal application. If their response is
unfavourable you may have to consider seeking legal advice from a
Swedish lawyer who specialises in citizenship issues.
