If I want to buy the defect electrical stuff from Costco to repair and
sell it back at Washington State, How and where I need to contact.
There is no answer at this time.

UNLESS a distributor buys on a "as is basis--rare for a new goods
retailer--the distributor
COSTCO returns all defective merchandise to its suppliers as do all
retailers.  All the goods
sold in the USA as new come with either a written warranty or implied
by LAW!

Therefore, it would be foolish for any retailer to sell at discount,
defective goods.

Instead, you should be contacting the MANUFACTURERS of those goods
buys from!  IF they do not have a repair department, they would be
glad to sell to U.
