I am tryng to find any Information Management / Information TEchnology
benchmarks that would help determine the number of FTEs needed to
define information management requirements for an international
healthcare provider system that, historically, has built their
information systems but is migrating towards an acquisition approach
to system procurement.  Any help would be greatly appreciated.

Hello barbarah-ga,

I’ve started researching your question and I want to make sure that I
understand what you’re looking for. Please tell me what kind of
healthcare provider you are (hospital, group practice, government
agency, etc.) so I know what kind of benchmarking information to find.

My understanding is that you are trying to evaluate how many people
and time you will have to devote to specifying the requirements for
moving from your “build your own” systems to vendor consulting,
software and/or outsourced IT services. Is this correct? What range of
information management/technology activities are you considering for
this project? Some that come to mind include: patient financial
services, claims processing, health information management, HIPAA,
systems security and more.

I’m continuing my research as I await your clarifications. Thanks very

This is a large govt healthcare provider(multiple hospitals and
clinics located both within and outside the continental USA).  The MIS
department of this healthcare organization is currently divided into
the information mgt group, which is responsible for defining info mgt
requirements and establishing capital and operating investment budgets
and the IT dept which is responsibile for acquiring or building
functionality.  The scope of application support / requirements is
across the board - complex clinical systems, access to care systems,
population health databases and healthcare business applications.  The
annual acquisition and maintenance budget for this healthcare
organization is in the MULTI-million dollar range.

What I need to know is if there are any benchmark numbers of FTEs
needed to focus full time attention on evaluating all incoming
information management requests, determining whether they are
enhancements to current functionality or components of future
application requirements.  If they are future needs, how many staff
are required to refine the requirements to the point where the agency
can go to market with an RFP.

PLease do not confine your research to just healthcare organizations
since most cannot compare in size, application complexity or budget to
this one.  However, if there is any info re: other large "build
environments" that are migrating to "buy environemnts" that may be
helpful.

Hello barbarah-ga,

This was a very interesting and challenging research project. I was
able to find a lot of information about trends in government IT
planning and implementation and initiatives for comprehensive IT
service management. I also found quite a lot of literature, including
some benchmarking reports on new trends in IT procurement and
information systems management. Finding specific benchmarking
information on staffing IT/IM departments was much tougher but I think
the information I’ve collected will give you a good overview of what
is happening in the field and you can then decide which of the
proprietary reports I’ve located will give you additional value worth
the price.

Taking a “portfolio approach” to IT procurement is one of the most
frequently mentioned trends in the trade and business press as it
relates to your situation of evaluating all information management
requests and making the “buy or build” decision about providing the
requested service. Taking a “portfolio approach” means that your staff
will be managing a wide variety of resources for a broad spectrum of
customers that you will buy from a wide variety of vendors. This is an
extremely complex process that means new ways of managing both the
organization and the procurement and vendor management processes. I’ve
collected a variety of resources to help you evaluate how other
organizations are dealing with these issues and how they might come
into play for you.

I’ve included additional resources specifically on IT benchmarking,
general IT management, and some implementation case studies under
separate headings below.
