I believe you are referring to Ultraviolet Blood Irradiation Therapy,
also known as Photoluminescence or Hematologic Oxidative Therapy.
Below I have collected information on this therapy, and the names and
contact information of physicians who utilize it.
=================================================
"Blood Irradiation ('BI/UVBI/UBI/LBI') therapy and research was
initiated in the 1920s when an Ultraviolet Blood Irradiation (UVBI)
device was developed for extracorporeal irradiation of the blood. By
the 1940s UVBI came to be used to treat bacterial, viral, and
autoimmune diseases. However, enthusiasm over the new antibiotics and
vaccines in the 1950s caused the UVBI device to be placed on the shelf
even though for certain indications (hepatitis, viral pneumonia, and
streptococcal toxemia) UVBI treatment was demonstrably superior. In
the 1970s interest in UVBI revived in Russia. At the same time, a new
form of BI termed "photopheresis", which entailed triggering
chemotherapy with a small dose of UVBI, was invented in the US. By the
1990s, Russian physicians were using low-intensity lasers beamed down
a waveguide directly into the blood (LBI) to achieve roughly
equivalent effects. The development of multidrug resistance to
antibiotics in recent years and the search for less toxic therapies
have led to a renewed interest in Blood Irradiation. By now, millions
of patients have been successfully treated with BI and scores of
clinical trials have been conducted in Russia, Ukraine, and the former
East Germany. BI therapy is also used by some physicians in China and
the United States."

"Ultraviolet blood irradiation (UBI) therapy is administered by a
device called the Knott Hemo-irradiator. UBI therapy raises the
resistance of the host and is therefore able to control many disease
processes. A fundamental effect of UBI is to energize or enhance the
biochemical and physiological defenses of the body by the introduction
of ultraviolet energy into the blood stream. It is well known that
ultraviolet radiation is used to purify water and treat sewage. So
too it can purify and clean the blood of contaminations in the form of
germs.
This is intravenously applied by irradiating blood with a controlled
amount of ultraviolet energy in the accepted therapeutic UV band.
This produces a rapid detoxifying effect with subsidence of toxic
symptoms. Venous oxygen is increased in patients with depressed blood
oxygen values. Of special interest is that a rapid rise in resistance
to viral and bacterial infection, acute or chronic, occurs. No
harmful effects have been observed with UBI therapy in thousand of
cases or viral infections, hepatitis, bacterial infections, hypoxemia,
and many other illnesses, especially blood-related infections.
The American Blood Irradiation Society published a favorable opinion
of the use of UBI to control virus and virus-like disease. The
opinion was based on thousands of clinical cases treated with this
therapy, many of which were reported in published papers and presented
before official medical groups. Much additional clinical data has
been reported.
Indications: According to the Foundation For Blood Irradiation, Inc,
UBI has been found useful in treating:
Viral Infections
· Poliomyelitis , polio-encephalitis, myelitis
· Hepatitis: infectious, serum
· Influenza
· Common upper respiratory disease
· Herpes simplex, Herpes zoster
· Mononucleosis, Mumps, Measles
Bacterial Infections
· Pneumonia
· Septicemia (staphyloccocus, streptococcus, pneumococcus)
· Wound Infections, lymphatic infections (lymphangitis)
· Peritonitis
· Typhoid Fever
· Recurrent skin infections (furunculosis, carbunulosis)
Inflammatory Conditions
· Acute thrombophlebitis, fibrositis, bursitis, nephritis, iritis,
uveitis, cholecystitis, pancreatitis
· Rheumatoid arthritis
Circulation Conditions
· Varicose and diabetic ulcers
· Peripheral vascular disease
· Gangrene
· Vascular headaches
Others
· Non-healing Wounds and Fractures
· Pemphigus

Preliminary reports indicate that UBI may be useful in treating HIV.
Work is currently under way to evaluate the effects of UBI on
eliminating HIV from blood and blood products. Should this be
successful, this would have major implications in ensuring the safety
of blood in blood banks."

"Ultra-Violet Blood irradiation is a time-honored therapy used
extensively in the 1930's prior to antibiotics. This is making a
come-back because of its usefulness in neutralizing toxins and
enhancing immune resistance against multiple organisms, including
antibiotic resistant strains."

"This paper describes an innovative method of inactivating blood-borne
viruses using ultraviolet blood irradiation called UBI therapy. This
process has shown impressive clinical results in treating hepatitis,
HIV, and other currently untreatable viruses. The background, theory,
and method of using UBI therapy is presented in this paper. This
method offers a potential break-through in the treatment of viral
diseases and bacteria, and is nontoxic, uses no drugs, and even has
FDA certification, and thus is available now for use.
Ultraviolet blood irradiation first evolved in the early 1930s as a
means to treat persons afflicted with the poliovirus which was causing
considerable anguish and fear similar to the advent of the HIV in the
1980s and continuing. Then in the 1950s the Salk vaccine wiped out
polio in the U.S. and, as a result of this fact and other reasons,
this process fell in disuse until recent years. This process has now
been resurrected by the Foundation for Blood Irradiation (FFBI) which
had been originally founded in the 1940s by the developers of this
process, most of whom are now deceased, who left this to the next
generation of researchers to continue. Much credit for the early
development of this technology goes to E.K. Knott of Seattle,
Washington; Louis Ripley of Danbury, Connecticut; and Dr. T. Lewis of
Pittsburgh, Pennsylvania.
Ultraviolet blood irradiation therapy (UBIT), or intravenous
ultraviolet, raises the resistance of the host and is therefore able
to control many disease processes. A fundamental effect of ultraviolet
blood irradiation is to "energize" the biochemical and physiological
defenses of the body by the introduction of ultraviolet energy into
the bloodstream that may, in part, be effective by producing small
amounts of ozone from the oxygen circulating in the blood. The
efficacy of this method is attested to by the remarkable and
consistent recovery of patients with a wide variety of diseases,
apparently unrelated etiologically. In addition, it may be stated that
UBI has never caused any adverse side effects nor has it ever worsened
any disease in any patient, regardless of age group, race or sex and
regardless of the number of blood irradiation treatments administered.
Furthermore, there have not been any complications related to UBIT
during long-term follow-up. An average of 3.28 treatments per patient
were administered in this series. Laboratory studies were employed to
confirm clinical improvement, which occurred on an average of 19.2
days after institution of blood irradiation therapy. Sixty percent of
the patients were considered clinically recovered and able to return
to their occupation in two weeks or less.
The older UBIT units have been updated and are now available and FDA
certified for use in the U.S. These units are being further evaluated
for improvements; this is being carried out under a CRADA (Cooperative
Research and Development Agreement) with the Lawrence Livermore
National Laboratories of Berkeley, California.
Steps are now being taken to arrange research protocols at several
major university medical research centers on both the East and West
coasts of the U.S. Focus will be on treatment of HIV, hepatitis,
malaria, and those viruses immune to current antibiotics. Researchers
in Russia have used this process to treat HIV with impressive
results...
Clinical Results of Ultraviolet Blood Irradiation in Treating
HIV-Positive Persons
These results were obtained by using the PCR Diagnostic test
(Polymerase Change Reaction) which accurately determines change in
viral activity. These tests were done in April-June 1995 at a private
clinic using our ultraviolet blood device provided by the Foundation
for Blood Irradiation of Silver Spring, Maryland.
Patient Dates of Treatment PCR Viral Activity

Note: Each treatment of UBI reduced PCR by 50%-75%. This is considered
a very significant reduction."

"This therapy has many names: Ultraviolet Blood Irradiation,
Photoluminescence, Hematologic Oxidative Therapy, etc., and was first
introduced in the 1930's to combat the polio virus... When a small
quantity of blood is treated with ultraviolet light, an astounding
thing happens. Through a mechanism which probably involves increased
production of lymphokines, the immune system is activated to "attack"
either cancer cells or invading organisms The exact mechanisms are not
known at present...
A small amount of blood is removed from the patient (varies according
to weight). The maximum amount of blood that is withdrawn is 1-1/2 cc
per pound and it never exceeds 300 cc. An anticoagulant is added to
keep it from clotting. The blood is then irradiated with U.V. light
through a window in a closed air-tight circuit. The blood is then
returned to the patient.
The procedure is done sometimes once (in case of an acute viral
infection) or multiple times. It can be used as much as two to three
times per week for long periods in cancer and other immune system
diseases.
The procedure that is being used today at Yale University by Dr.
Richard Edelson and his staff to treat lymphoma is vastly different.
Although they use ultraviolet light they irradiate the patient's
entire blood volume. In 1930's, Dr. Knott found that if you irradiate
too much of the blood volume you can cause the patient to go into
shock.
The Yale therapy is called photopheresis."

"A sample of blood is drawn from a patient's arm. The sample is
irradiated with ultraviolet (UV) light so that the disease-causing
microorganisms and the cells containing them are killed and marked.
When the blood is returned to the body, the immune system sees the
dead organisms. This makes the live organisms visible to the immune
system as well. UV blood irradiation has been called the perfect
vaccine because it immunizes the body with the dead cells of the
organisms that are already active in the body.
Blood absorbs some of the UV light energy in the ten or so seconds
that it is treated. Once back inside the body, the blood then
reradiates the UV. Ultraviolet blood irradiation gives a general boost
to the immune system, in part by stimulating a large increase in the
number of phagocytes in the bloodstream. A marked increase in oxygen
in the blood has also been noted after a treatment...
Although the data and case studies from the 1940s are extensive, they
are not in the form of double-blind studies with control groups. Newer
models of blood irradiation machines have state-of-the-art UV bulbs
and laser technology, but they must meet FDA standards. In order for
physicians to use the new models more freely or to claim specific
cures, studies must be done to meet the FDA standards...
A team of researchers from the foundation [Foundation for Light
Therapy] recently completed a preclinical trial using a modern
state-of-the-art UV blood irradiation device along with oxidative
medicine to treat patients.
The trial occurred in Africa on thirty people with HIV. Twenty-two
people had either the beginning stages of the disease or full-blown
AIDS. The remaining eight were on death vigils and their families had
already made funeral arrangements.
When the team left, all thirty patients were mobile and had
dramatically lowered viral counts. The research team will return to
Africa to begin full clinical trials as the foundation raises the
funds."

Blood irradiation therapy or phototherapy is the treating of diseases
with light, including infrared and ultraviolet radiation. It has been
successful in treating many skin diseases. However, the medical
community has not embraced this science in the treatment of other
diseases in the United States. It was invented in the 1920s and used
by dozens of physicians until the 1950s when antibiotics became the
mode of treatment. It is used extensively in Russia and by only a few
American physicians, even though clinical trials have shown it to be
effective and safe when there is 'extracorporeal irradiation of a
small amount of blood, which has medicinal effect upon its return to
the body.' This controversial science is explained in this interesting
book. 'It explains many theoretical and practical aspects of this
highly attractive therapy, including the devices and techniques in
use, indications and counter-indications, and the mechanisms of BI's
antiviral action.' A recommended book for medical libraries for its
historical content and possible basis for future research."

It should be noted that Ultraviolet Blood Irradiation is not accepted
as a legitimate AIDS treatment by all physicians:
"Question:
I have been experimenting with alternative therapy.. acupuncture..
herb therapy.. & chiropractic ..so far my results have been positive,
still undetectable viral load, & CD4 @ 590.. My Acupuncturist has
given me literature on Ultraviolet Blood Irradiation Therapy, do you
have any insight on this type of treatment or procedure ??
Answer:
Sorry -- not much to say except DON'T DO IT. Unproven, experimental,
and highly suspect "treatments" of this type are everywhere, and
should only be undertaken in a well-controlled clinical trial setting.
Of course, ultraviolet radiation in high doses will kill HIV, but they
might do the same to you. Anyone offering this kind of treatment for
pay should be viewed with suspicion. RAS
